Advocates for Human Potential (AHP) is pleased to announce the 14 organizations that have been awarded funding for the initial period of performance as the Build, Amplify, Support, Empower (BASE) Prevention Programs subrecipients. A total of $15,000,000 has been approved to be distributed across 3 years by the Illinois Opioid Remediation Advisory Board (IORAB) for BASE services in the state of Illinois.
This subaward is to establish or expand substance use prevention programming for youth and emerging adults throughout the state. BASE programs will Build awareness, Amplify access to community supports, Support capacity of regional and community groups, and Empower individuals in their community. BASE programs will reduce or prevent one or more of the following:
- Substance use and misuse
- Stigma associated with SUD, treatment, and recovery
- Social and physical access to substances
- Harms associated with substance use and misuse, including overdose
The BASE subrecipients include the following organizations:
Arukah Institute of Healing, Inc. NFP
Princeton – Arukah Institute provides behavioral health services spanning the continuum of prevention, treatment and recovery in rural communities. Services for this award will be provided in schools in Bureau, LaSalle, Marshall and Putnam counties.
Central East Alcoholism and Drug Council
Charleston – Central East Alcoholism and Drug Council, dba Hour House, is a community-based, not-for-profit corporation offering services to address substance use disorders and other therapeutic needs. Services for this award will be provided in Coles and Douglas counties.
Chicago – Chestnut provides comprehensive behavioral health and human services at 8 locations throughout Illinois. Services under this award will be provided in the Metro East area and Peoria.
DuPage County Health Department
Wheaton – The DuPage County Health Department provides environmental health and health services for individuals of all ages in DuPage County. The services in this award will include youth throughout the county, with an emphasis on youth in alternative school settings.
Egyptian Public and Mental Health Department
Marion – The Egyptian Health Department provides behavioral health, environmental health, health education, substance use prevention and recovery, and general public health services in three counties in Southern Illinois. Services under this award will be provided in Saline, Gallatin, White, Hamilton and Wayne counties.
Carlinville – The Macoupin County Public Health Department provides clinical, environmental, and other health services throughout the county. Services under this award will be provided to youth in Macoupin and Montgomery counties.
Chicago – McDermott Center, dba Haymarket Center, is a designated Federally Qualified Health Center (FQHC) Look-Alike and provides comprehensive healthcare services, including treatment for substance use and mental health disorders. Services under this award will be provided to schools in Chicago’s south side.
Chicago – Metropolitan Family Services provides education, emotional wellness, employment support, and shelter services at locations throughout Chicagoland. Services under this award will be based in its MFS-North and MFS-Southeast centers in Chicago.
Evanston – PEER Services provides community-based substance use prevention and treatment services in Northern Cook County and the north side of Chicago. Services under this award will focus on schools in Evanston and Niles Township.
Rockford – Rosecrance is a private, not-for-profit organization offering comprehensive addiction and mental health treatment at several locations throughout the state. Services under this award will be provided in Kankakee County.
West Frankfort – Take Action Today is a Recovery Community Organization that focuses on advocacy, training, and service opportunities, emphasizing Peer Recovery Specialist roles to enhance long-term recovery. Services for this award will be provided in Jefferson, Massac, and Gallatin counties.
Tremont – The Tazewell County Health Department promotes the public health and wellbeing of Tazewell County Citizens through five divisions that focus on early childhood, communicable diseases, community health, environmental health, and clinical services.
The Break Crystal Lake Teen Center
Crystal Lake – The Break provides adolescents and young adults a safe and stimulating environment for connecting, having fun, and finding acceptance among peers and adults in the community. Services for this award will be provided to youth in McHenry County.
Winnebago County Health Department
Rockford – The Winnebago County Health Department supports the health of its residents in five areas: environmental health, health protection, emergency preparedness, health promotion and wellness, and health services.

AHP administers the Regional Care Coordination Agency (RCCA) grant as authorized by CSFA 444-26-3078. This subaward depends on the availability of funding for the Illinois Opioid Remediation State Trust Fund through the Illinois Department of Health Services (IDHS), for the express purpose herein.
